With the proposed revisions to the Lead and Copper Rule recently being released, we will provide a brief overview of the proposed changes and what that might mean to utilities.
 
This overview will include a discussion on the six most significant changes proposed, the potential associated impacts to water systems and utilities, and the estimated effort that will be required for primacy agencies to implement the proposed revisions.
 
We will then have the City of Richmond discuss their 2-year program for replacing lead service lines both in the public right-of-way, as well as on private property under a VDH grant program.  The discussion will cover the City’s initial and revised approaches to public outreach, identifying replacement candidates, development of homeowner application forms and agreements, certifying and contracting plumbing contractors, addressing EPA funding requirements, and refining a disbursement process with VDH.
